Eileen Penner, Lee Rubin cited among National Law Journal's "40 under 40"
Mayer, Brown, Rowe & Maw LLP

29 July 2002 - Mayer, Brown, Rowe & Maw LLP partners Eileen Penner and Lee Rubin are included in the National Law Journal's "40 under 40" list that highlights "some of the most successful young litigators in America." Both are partners in the firm's Washington D.C. office.

The NLJ states "Eileen Penner is an appellate lawyer who has prevailed in every case she has ever argued in private practice. She also won every case she argued in the federal courts of appeals while in the Civil Rights Division of the Department of Justice." The newspaper noted Ms. Penner argued her first case before the U.S. Supreme Court while still an associate. "In a firm noted for its appellate practice, Penner is a rising star, with reported decisions (all wins) in the U.S. Supreme Court and the 1st, 3d, 7th, and 11th circuits." The newspaper also cited Ms. Penner's amicus brief for General Motors requested by the University of Michigan in which the 6th circuit in May upheld the university's affirmative action policy.

The NLJ describes Lee Rubin as having a "long-held reputation as a stellar litigator, dating back to his days in the Civil Rights Division of the U.S. Department of Justice." The newspaper noted Mr. Rubin was one of the trial lawyers defending Arthur Andersen in the recent prosecution in Houston. The NLJ recognized Mr. Rubin for his work in representing President Clinton and Hillary Rodham Clinton in the investigations by the Office of the Independent Counsel in 1998. While an attorney at the Justice Department, the newspaper notes: "Lee led the federal grand jury investigations and prosecution of deputy U.S. marshals for abuse of prisoners and obstruction of justice. The investigation ended in guilty pleas by several of the officers and jail time for all of those convicted."
